Cortexaphan

In the TV series fringe a scientist William bell came up with the theory that at birth the human mind is infinitely powerful and at a certain age the process called limitation starts to kick in which means this infinitely powerful brain starts to lose its power and is limited to what it can do. He theorised that a drug called cortexaphan would limit the limitation and they would get to keep this ability. His theory was correct women called Olivia Dunham used her mind to turn lights to save hundreds of people. But this was a TV show I wonder if his theory is real and that the brain is infinitely powerful at birth and there is a drug that would stop the limitation process.
